 "As part of delivering on the vision of a UK national digital library, Jisc and OCLC announce a partnership As part of delivering on the vision of a UK national digital library, Jisc and OCLC announce a partnership to build a new shared service that will aggregate academic bibliographic data at scale, improving library collection management and resource discovery for students and researchers.Jisc, the digital solutions provider for UK education and research, today announced that OCLC, the global library cooperative, has been awarded the contract to develop a new National Bibliographic Knowledgebase (NBK).  <br/>
 The NBK, originally proposed in Jisc’s <a href="https://www.jisc.ac.uk/rd/projects/national-monograph-strategy" class="urlextern" title="https://www.jisc.ac.uk/rd/projects/national-monograph-strategy" rel="nofollow">National Monograph Strategy</a>, will support the learning and research needs of the UK higher education community. The vision is to extend the capabilities of the current Copac service, by investing in technology that can ingest diverse library data at higher speed and greater volume. The new service will enable a shift in the way that libraries manage their print and digital collections and in the ways that people access those resources.

The University intends to award a contract for up to three years for the upgrade and maintenance of its current library management system (LMS) to Ex Libris, a specialist in software for the library sector. This will upgrade from Ex Libris's Aleph, SFX, MetaLib and Verde products to their Alma product, thus reducing the need for multiple products. This system is owned, supplied and supported exclusively by Ex Libris. The current library management system, Aleph, is already integrated with Campus Solutions at UNNC and UNMC and a different system (with different technical architecture) would mean considerable additional development effort. Ex Libris are the only supplier who have an existing data centre in China and a proven support model for global campus operation. The implementation plan for the global solution shall commence in August 2018.
</p>

<p>
The existing version of the system is several years old, meaning that the upgrade process will be overly complex and beyond the capability of the institution. As Ex Libris is the developer of the software, it is envisaged that this upgrade will be executed with minimal risk of technical failure and data and process migration for internal staff will be significantly reduced in a global environment. As alternate system would present significant financial, technical, quality and reputational risks for the University that could not be mitigated against.
</p>

<p>
The Global reach is essential and the feasibility or ability to change is restricted by Suppliers who can promote the Global need and therefore when considering the relative benefit, the cost would outweigh the advantage that might accrue. Thus for reasons of timescale and staff capacity alongside core business activity, the only viable option is an upgrade through Ex Libris.
</p>

"This invitation to tender has been developed to detail the needs of three universities working in unique partnership for their new Unified Library Management System. The University of Greenwich, The University of Kent, Canterbury Christ Church University work collaboratively through the Universities at Medway partnership, and now seek to share the procurement, implementation and shared use of a new library system. <br/>

The three partners have already worked together for over 10 years to deliver a hugely successful shared library service to their students at their Medway campus, and wish to develop this relationship further to unify more services and create a flexible framework for further integration. <br/>

The partners serve over 50,000 students and invest over 10 million pounds each year into delivering and developing their library services, delivered across their network of eight libraries.
